Does Texas require a resale license?

The short answer is — no. Texas doesn’t actually issue a "resale license" as a standalone document. Instead, most businesses get a Texas Sales and Use Tax Permit. When you buy inventory or items for reselling purposes, you’ll provide the vendor with a Resale Certificate so you aren't charged tax at the register.

Can every business purchase items tax free for resale?

Not for everything. It is only possible to use a resale certificate for items you strictly intend to resell, lease, or rent out. It is not possible to use it for things you use to run your business — like office chairs or laptops or cleaning supplies. In case of buying something tax-free and then ending up using it for business operations, Texas law requires you to pay the tax on that item.
